BIPM Working Document signals institutional direction for planetary time

No new Mars-specific paper was published this week, but BIPM posted an updated Working Document (v1.1, 2026-09-11) for the 28th CGPM. The document names BIPM's support for international coordination of lunar time realizations, joint projects with CCTF, IAU, IAG and ICG, and increased staffing for time-metrology work — and the 2028–2031 Work Programme includes a task to review coordination of lunar time realizations directly.

Draft Resolution D proposes a single international reference scale with multiple permitted realizations for the Moon — a structural precedent this project's MRT/MRT(k) distinction already follows. Draft Resolution C (July 2026 version) separately proposes continuous UTC from 2027-05-20 and an expanded |UT1−UTC| tolerance from 0.9s to 3,600s. Neither resolution is adopted; both are scheduled for CGPM consideration on 2026-10-13–15.
